On January 30, 50-year-old Kevin Boone was found unresponsive in his car in the 600 block of Oceana Boulevard, according to the Virginia Beach Police Department.
As officers assessed Boone for his injuries, they discovered he had been shot, officials reported.
He succumbed to his injuries as he was taken to a local hospital, authorities said.
Nine months later, law enforcement's investigation into this incident led them to 41-year-old William Scott, who was charged with shooting at an occupied vehicle, police said.
